To improve the services we provide to students, DIT has gained approval for the following student data charges for 2011.

Through the residential communications levy, residential students will receive:

A 100 Mbps wired data service in their rooms, and access to the new high speed wireless network through all residences and other campus locations;
Unmetered traffic during the off peak period of 5pm to 8am (unmetered means no data charge during this time);10 Gigabyte monthly quota of metered traffic during peak periods of 8am to 5pm;

Non residential students will receive

Access to the new high speed wireless network across most campus locations;
Unmetered traffic during the off peak period of 5pm to 8am (unmetered means no data charge during this time);
A 1 Gigabyte  quota of metered traffic during peak periods of 8am to 5pm;
Any traffic in excess of the above quotas will be charged at $2.50 per Gigabyte.

These new data charges encourage the use of the network to improve student engagement in technology based learning activities and represent terrific value for students. These charges are a great reduction on existing charges, and significantly cheaper that comparable commercial ISP plans.

 Staff data charges will also drop in 2011 from the existing $10 per Gigabyte to $2.50 per Gigabyte for peak period traffic (8am to 5pm), and unmetered traffic during the off peak period of 5pm to 8am.

These new data charges will take effect for the start of session 1, 2011.

I would assume fair use policies will be in place.  Also i would assume monitoring for torrents etc may be flagged for those high usage accounts.  Nothing official from DIT but.

In terms of speed, you will always be slow when using the proxy, even more so in peak times due to the methods of 'proxy' and load balancing etc.  Direct access on the other hand means fast speeds! But as always use them correctly and legally!
